Essential
Skills Initiative Call for Proposals
The
Workplace Skills Branch of Human Resources and Social Development Canada
(HRSDC) is inviting organizations interested in delivering workplace-relevant
Essential Skills projects to submit proposals for consideration. Following is a
letter from the Director of Work Place Innovation, Dave Thornton.
Dear Potential Applicants,
On behalf of Human Resources and Social Development, I am pleased to
announce the launch of the first Call for Proposals of the Essential Skill
Initiative (ESI). The ESI, in place since 2003, is an important component
of Human Resources and Social Development Canada's Workplace Skills Strategy.
In the early 1990s, international research linked labour market success
to a set of teachable, transferable, and measurable skills. The
Government of Canada contributed to this research through the Essential Skills
Research Project (ESRP), which identified nine Essential Skills as common to
all Canadian occupational groups. These are the fundamental skills that people
need to participate fully in the workplace and their communities. They include:
reading text, document use, writing, numeracy, oral communication, thinking
skills, working with others, computer use and continuous learning.
Over the past 3 years, the ESI has focussed on knowledge development and
applied projects designed to improve the Essential Skills levels of Canadians
entering or in the workplace.
An analysis of the information
gathered through this research and through a wide range of consultations as
well as a review of the 27 Essential Skills projects funded to date, points to
a need for additional, more focused work on several fronts. Many
employers, for example, remain unaware of the benefits of offering Essential
Skills training to their employees. Stakeholders consistently identify a need
for better resources and tools that can be adapted to a variety of workplace
settings and the needs of a variety of learners. As well, the workplace
community points to the need for further research on a range of issues
including, for example, the costs and benefits of improving workplace
essential skills.
To help address these outstanding
needs, this Call for Proposals -- the first one to be launched with a singular
focus on Essential Skills in and for the workplace - solicits proposals that
will respond to the following two priorities:
1. Research and Knowledge: proposals that contribute to the
knowledge base regarding the utilization of Essential Skills in the workplace
and the associated impacts.
2. Building Capacity: proposals that address
activities designed to strengthen the capacity of workplace stakeholders to
implement Essential Skills programming in the workplace.
I invite you to consider submitting project proposals during the 2006
Call for Proposals that address these priorities. For more information,

e-network: An Important Message from CPRN President
An
Important Message from CPRN President

Tuesday, September 26, 2006 - You may have heard by now that CPRN is one of the
casualties of the government's search for one billion dollars in savings. It
means that our new grant of $3 million a year will not be continued past the
current year. We had no advance warning of this decision, nor was there any
consultation. We learned about this from a posting on the Treasury Board Web
site.
While we are, as you might expect, very disappointed with this decision, we
want to reassure all CPRN stakeholders that we will be working hard to ensure
that CPRN continues to provide the high quality relevant research which was so
highly praised in the recent independent evaluation of our work. With 1.6
million downloads of our research papers and presentations each year, we
understand how much our work is valued and used by Canadians.
CPRN will continue to partner with governments at all levels, foundations, the
NGO sector and community organizations to provide the valuable and independent
neutral space where Canadians can engage in meaningful dialogue about their
values and the Canada they want.
There is no shortage of important issues which need attention. Our research on
the looming labour market crisis, providing facts-based advice on how to
address skills shortages and help our young people enter the working world and
the challenges being faced in health human resources are very helpful in
informing government policy development. We will be continuing our important
work on democratic reform and how to get young people more engaged in civic
life.
We deeply appreciate the support of CPRN you have demonstrated in our first ten
years, and want to assure you we are going to be here, working for you, for the
next decade as well. Thank you again for your continued support.
