Options for Canada’s Vulnerable Workers
Friday, October 28, 2005 – Vulnerable workers are those whose participation in the labour market leaves their well-being at risk. They have a hard time finding a job that provides a decent income and/or working conditions that meet generally acceptable standards.
In Risk and Opportunity: Creating Options for Vulnerable Workers, a recent presentation to CPRN staff, Ron Saunders, Director of CPRN’s Work Network, reviews the findings of the Network’s vulnerable workers research stream. He paints a picture of the experience of vulnerability and its underlying causes. Saunders emphasizes that vulnerability comprises “a complex of dimensions”, from low pay and lack of benefits to lack of access to training and union representation.
Not surprisingly, this complex of dimensions demands a variety of policy responses. There is no silver bullet. Policies need to address income, rights, benefits, supports and assets, and the instruments employed need to spread the responsibility (and the risk) across a number of public and private actors.
