As Canada makes its way into the new century, a new focus for economic and social policy is emerging: human capital formation. Human capital is essentially the sum of knowledge and skills that people use to pursue their livelihoods. Building human capital is key not only to maintaining economic competitiveness but also to building an equitable and inclusive society.
Community economic development (CED) organizations are poised to play a strategic role in retooling Canada�s systems of human capital formation so as to meet the demands of the 21st century. The record of the past 10-15 years demonstrates solid returns on investments in the CED approach. Thousands of Canadians have already benefited from CED initiatives that work in partnership with local businesses and residents to create programs customized to the needs of specific workers and firms. CED organizations have proven adept at connecting with marginalized individuals and constructing bridges to real economic opportunity. It's time to expand collaboration among government, business and community organizations so we all can take the successes of CED to the next level.
